Grain procurements in 1931-1932 in the Kokchetav territory based on the materials of the State Archive of Akmola region

In the article the grain procurement companies of 1931‒1932 in the Kokchetav territory were considered,when the collective farms (kolkhozes) became the main production unit in the cultivation of grain. The au-thors analyze the activities of local authorities aimed at fulfilling the directives of higher authorities duringШ.Т. Бектасов, М.З. Утегенов80 Вестник Карагандинского университетаthe period of grain procurements on the basis of documents of the district committee of the Communist Party,the Control Commission of the Workers' and Peasants' Inspection, deposited in the funds of the State Ar-chives of the Akmola region. The article contains information about the timing and volume of grain procure-ments, methods of its implementation and about the attitude of the local population to the actions of the au-thorities. The authors believe that such regional studies will reveal the patterns, principles and mechanisms ofgrain procurements in the whole country. According to the authors, the District Committee of the the ACP(Bolshevik) was the main body which controlled and managed the progress of the grain procurement compa-ny, who required farms (collective farms, individual farms) to fulfill grain procurement plans on time and infull, regardless of the economic potential of the population of the region. This, in turn, led to an acute socialcrisis, expressed in the repressive policy of the authorities, the outmigration (otkhodnichestvo) of the popula-tion
