History of Semipalatinsk Teachers’ Seminary in the First Decade of the Twentieth Century

One of the most important characteristics of the information society, which is emerging in Kazakhstan, is the increasing role of education and science. The task of identifying and analyzing the cultural and historical aspect of modern processes dictates the need to address the historical and cultural heritage of both Kazakhstan as a whole and its regions, due to the fact that in the conditions of our country there has always been a significant difference in the level of development of individual districts, cities, associated with the peculiarities of natural and geographical, economic, political, socio-cultural development of the territory. Thus, for the solution of modern problems of Kazakhstani education it is of special importance to
comprehensively study and creatively use its historical experience. The relevance of the chosen topic lies in the fact that the subject of the study is the problem of creating a system of pedagogical educational institutions for training teachers with secondary education, including national staff in the period of the Russian Empire. In this regard, special attention is paid to the regional aspect of the issue. The study of the system of pedagogical educational institutions in Semipalatinsk is of great interest in the historical and educational plan, because the continuity between the teacher seminaries of the past centuries and modern
educational institutions - teacher training colleges, their organizational structure, goals and objectives can betraced. The article names the factors that influenced the opening of a teachers' seminary in Semipalatinsk, the authors note the role of the trustee of the West Siberian educational district L.I. Lavrentiev in solving this issue. The article analyzes the preparatory activities for the opening of the teachers' seminary and identifies the sources of its funding. The development of the material base of the teachers' seminary is considered, the contingent of its students is studied, the contribution of the teachers' seminary in Semipalatinsk to the training of personnel for Russian-Kazakh schools in the Steppe region in the early twentieth century is determined. The general questions of organization of educational process, evolution of curricula, principles of educational
work in Semipalatinsk teachers' seminary are revealed.
