Abstract

In the article the issues of administrative powers and official activities of the staff of the colonial local government in the Steppe region are considered. Data on social structure, material support of officials of the lowest and average link are given. The activities of the county and the peasant chiefs largely influenced local indigenous control in the face of the Kazakh volost managers, rural foremen, and national judges — biys. The county and peasant chiefs had broad powers in terms of administrative activities granted by the Steppe regulations of 1891. In the above positions people of different professions could work-from a civil servant or paramedic to a military officer, as a rule, sent from the Center. It should be noted that the Institute of peasant chiefs was introduced in 1902 during the large-scale resettlement policy of the tsarist government. Their concern was the allocation of land to newly arriving Russian and Ukrainian peasants. Also in the colonial administration police and military officials worked in different staff structures of the Steppe of Governor-General.
