Abstract

The article is devoted to the actual topic for the history of Kazakhstan, as the problems of special settlers in
the history of virgin and fallow lands development are traced in a small volume of scientific publications. In
this study, an attempt is made to disclose a «different story», that is, contradict the page of this large-scale reform, the use of a special contingent in North Kazakhstan. Comparative analysis of new archival documents of local storages of Northern Kazakhstan and various historiographic works gives us a great opportunity for research. The article will be useful for the scientific community and students of specialized specialties of humanitarian faculties of universities, as well as for the general public. The primary sources provide opportunities to identify new topics for research. The main results of the research work reveal a new topic for us for further more in-depth research. The contribution of this article to the domestic science is that completely new archival documents have been introduced, and the topic is new for historians and for other humanitarian fields of science. In the Soviet and Kazakhstani historiography, the development of virgin and fallow lands is studied almost identically, as a feat of the displaced peoples into the lands of the northern regions of the republic, including mainly volunteer Komsomol members. No proper attention was paid to the special settlers, who were not rehabilitated by that time, and thus were forced to stay on the land of the northern regions of Kazakhstan. The practical significance of the results of the work will be the extension of this topic among the public and interested persons in the study of historians.
