The article is devoted to the formation and development of civil society in Kazakhstan. The topic is the rights and freedoms of the citizens of our country today, and the law supremacy. The definitions, goals and objectives of the concept of civil society, information about the history and stages of its formation in Kazakhstan are given. The opportunities provided to citizens in civil society and their legal actions are indicated. The article examines the issues of increasing the efficiency of civil society institutions in the country. Under the Soviet system the government was not accountable to the people, and the public knew only about the activities of the government and had limited opportunities to influence it. And the issues of the formation and development of a new political system in the current democratic situation in Kazakhstan show the maturity of the study of the relationship between society and government in the country. Unilateral communication in the political system is gradually giving way to bilateral relations, that is, it creates conditions for their interaction in the open work of public authorities and the population. It’s clear that civil society organizations are fully functional only in a society governed by the supremacy of law.
