The collapse of the USSR as a consequence of the destruction of the one-party political system (experience of the Aktobe regional Committee of the Communist party of Kazakhstan in 1989-1991)

The purpose of this article is to study the rapid erosion of the power of the CPSU on the ground, which ended in their removal in August 1991. To achieve this goal, the experience of the Aktobe regional committee of the Communist Party of Kazakhstan in 1989-91 is considered as an example. In a broader sense, it touches upon a long-standing topic - “power and society”. In the center of attention are the issues of studying the mechanisms of party power, the principles of functioning of the party apparatus at the final stage of the existence of communist power. An attempt is made to understand what factors led to the loss of the political initiative of the CPSU and the destruction of the system of political control over Soviet society. What played a decisive role in the disintegration of local party structures and the elimination of the power of the CPSU?
