Understanding the problems of the history of Kazakhstan at the beginning of the 20th century is one of the most urgent, complex and in many ways controversial issues of modern historical science. The beginning of the 20th century occupies a special place in the history of the Kazakhs. A broad consideration of the issues of the socio-political history of the Kazakh people is closely connected with the elite, which was formed in the late nineteenth and early twentieth centuries, the intelligentsia, representing the interests of the Kazakh people. If you look closely at the history of the twentieth century, then the Kazakh intelligentsia gave birth to many outstanding bright personalities, and one of them is Shaimerden Kosshygulov. Sh. Kosshygulov was twice elected to the State Duma, in 1906 he participated in the All-Russian Muslim faction and in the development of its program, which is an event of great social and political significance. In this regard, the article deals with the socio-political activities of Shaimerden Kosshygulov.
