Opportunities to overcome gender issues in Kazakhstan (historical aspect)

Abstract

The issue under consideration is relevant in the development of modern Kazakhstan. The main population inthe republic is Kazakhs, so the formation of gender balance in society is a significant problem. However, thecountry's integration into the world community, the ratification of international agreements, and the active es-tablishment of relations with foreign countries made it impossible to further ignoring the gender imbalancethat existing in society. After the participation in the IV World Conference on Women, held in Beijing in1995 organized under the auspices of the UN, the state began to actively implement a plan to establish genderequality in the republic. The first President of the Republic of Kazakhstan N.A. Nazarbayev created theCouncil on Family, Women and Demographic Policy in 1995. A National Action Plan has been developed toimprove the status of women in the Republic. Despite the realization of the tasks, the establishment of genderequality in some spheres of activity is still far from being resolved. In Kazakhstan, women outnumber men,but they are an absolute minority in the sphere of senior political leadership. At the same time, many womenemployed in the ranks of ordinary civil servants, in the field of entrepreneurship, education and healthcare.Despite the fact that this circumstance contradicts the implemented Strategy, it corresponds to the stereotypesabout the place and role of a woman in the family and society, according to which she is the preserver of thehearth. According to the author, such a stereotypical worldview of Kazakhs hinders the full implementationof the state's plans to establish gender balance in Kazakhstani society.
